Definition:
The California Environmental Quality Act (CEQA) is a statute requiring state and local agencies to identify the environmental impacts of their actions and to avoid those impacts. A public agency must comply with CEQA when it undertakes a project that requires approval from a government agency, when it may cause a direct physical change or foreseeable change in the environment.
