Definition:

The California Attorney General administers the Child Abuse Central Index (CACI). The CACI was created by the California State Legislature in 1965 as a tool for state and local agencies to help protect the health and safety of California Children.
Every year reports of alleged physical abuse, sexual abuse, mental abuse, emotional abuse and/or child neglect are submitted to the CACI by police, sheriff, county welfare agencies and probation departments.

This information is available to aid law enforcement investigations, prosecutors, and to provide notification of new child abuse investigations involving the same suspect and/or victims. Information is also provided to social welfare agencies which help screen applicants for licensing or employment. CACI information is used for placement and employment consideration for child care facilities, foster homes, child placements and adoptions.

Consequences of the Child Abuse Central Index (CACI):

Even names in the Inconclusive category can stays on the CACI index for a period of 10 years. During that time the CACI list is made available to employers who have interactions with children, including schools, law enforcement, child welfare agencies, foster homes, adoption agencies and child care services. Inclusion on the CACI list can hinder reputation and employment opportunities. The CACI list can also be accessed by adoption, foster-care and child-welfare agencies throughout the country.
