<p>In a unanimous decision, the court officials agreed on this interpretation, saying that the 2006 law needed to be interpreted not by its strict wording, but its intent, which the court agreed was to punish those who sexually abuse minors.</p>
<p>&quot;The general scope and purpose of the&nbsp; act make it more likely that the Legislature intended the ordinary and common meaning of the phrase &#039;10 years of age&#039; and not the restrictive meaning asserted by defendant,&quot; Chief Justice Tani Cantil-Sakauye said in the court&#039;s decision.</p>
<p>The decision reached the ears of high court officials due to arguments among lower court judges. <p>But, while the original outpouring for Suleman was positive, reports soon surfaced that she already had six children and had been given fertility treatments by doctors prior to giving birth to the octuplets. In the ensuing time, it seems Suleman&#039;s 14 children have created a financial burden that the mother was unable to meet, as on April 30, she filed for bankruptcy.</p>
<p>According to the filing, Suleman had less than $50,000 in assets at the time she registered for court protection. In addition, she estimated her current debt at anywhere between $500,000 and $1 million, including more than $30,000 in rent, reports say.</p>
<p>The filing was registered despite earlier reports that indicated Suleman had been receiving nearly $5,000 a month in taxpayer assistance. However, despite the threat of prison overcrowding in the state, legislators have moved to put harsher punishments on those who violate these laws.</p>
<p>Still, despite the lack of movement on this issue, when San Bernardino county sheriffs arrested more than 60 people over the weekend during a raid on a Southern California desert cockfighting operation, they were able to make nine felony arrests.</p>
<p>In total, the officers were able to confiscate more than $20,000 in gambling money, and make 59 misdemeanor arrests, the AP says. Thirty-two of the individuals caught at the event were placed on immigration hold.</p>
<p>However, authorities also moved to seize the birds that were involved in the spectacle. But, while 63 birds were obtained by officers during the raid, all of these animals needed to be euthanized as they were beyond rehabilitation, according to the Victorville Daily Press. Another 14 birds were reported dead when the law enforcement officials arrived.</p>
<p>&quot;If people are seeing a number of vehicles arriving at a location and they&#039;re bringing in these game fowl in cages, that&#039;s considered suspicious activity,&rdquo; Jodi Miller, a spokeswoman for the responding sheriff&#039;s department, told the Daily Press. &quot;Bottom line is it&#039;s illegal and it&#039;s cruel to the animals.&quot;</p>
